Without this certificate you will not be allowed into Romania — which one exactly.

Romania has made changes to entry rules for Ukrainian drivers. Now, without a certificate of the technical condition of the car, crossing the border into Romania is not possible. Border guards will not allow a vehicle without this document.
Vehicle Technical Inspection Certificate
Ukrainian drivers must have a technical inspection certificate to enter Romania. Even if the vehicle is functioning properly, without the official technical inspection document, travelers have no chance of being allowed to cross the border. This requirement applies to both passenger and freight vehicles.
The technical inspection certificate can be obtained after passing the inspection at a certified service station. It confirms the vehicle's fitness and compliance with safety standards. Without this document, entry into Romania is prohibited.

Romania is introducing a mandatory requirement for Ukrainian drivers to have a certificate of the technical condition of the vehicle to enter their territory. This certifies the technical inspection certificate, which confirms the vehicle's compliance with safety standards. Without this certificate, crossing the border will be impossible, so travelers should keep this in mind when planning their trip.
