Which Pensioners Will Receive More Money in May: Key Innovations.


Expert on pension issues Serhiy Korobkin spoke about the results of the analysis of pension changes in April 2025. An automatic recalculation of pensions has taken place for pensioners who continued to work and had 24 months of insurance experience. The recalculation also concerned individuals who worked less than 2 years, but 2 years have passed since the pension was assigned. According to the expert, not everyone received this recalculation, and even those who did may not notice it.
In April, the Verkhovna Rada adopted a new law on pension provision for prosecutors. According to Korobkin, most pension benefits remain for prosecutors, but the law reinstates indexation, which was previously absent. The only changes relate to the limitations on receiving a pension for years of service by current prosecutors.
The Pension Fund published statistics for April. The average pension in Ukraine is 6341 UAH, which is 10% higher than last year. According to Korobkin, more than half of Ukrainians receive pensions below 5000 UAH, but every seventh pensioner receives a pension above 10000 UAH. Regional differentiation of pensions also remains significant, with the highest pensions being received in Kyiv, Donetsk, and Luhansk regions, and the lowest in Ternopil, Chernivtsi, and Zakarpattia regions. Over the past three years, the number of pensioners in Ukraine has decreased by 510,000, but compared to April 2024, the number of pensioners has increased by 176,000.
The Ministry of Social Policy announced the continuation of additional payments from the UN for pensioners, persons without the right to a pension, and people with disabilities. Receiving this assistance requires living in areas of active or potential hostilities, a low income level, and no other international aid. The amount of assistance is calculated as the difference between the pension/social payment and the amount of 3250 UAH. The program covers 9 regions of Ukraine.
An important innovation in the new pension provision law is the improvement of the mechanism for crediting Time spent in captivity to the insurance experience. Payments will be made from the state budget through the Pension Fund.
Currently, there is a certain growth in pension payments in Ukraine, but still many Ukrainians receive small amounts. There is also a noticeable regional difference in payments. These changes in the pension system may have significant implications for citizens who hope for an improvement in their financial situation in old age.
