The Ministry of Defense is modernizing the defense procurement system according to Euro-Atlantic standards
The Ministry of Defense of Ukraine has begun the modernization of the defense procurement system to increase cooperation with NATO. To this end, they released an implementation plan for the Strategic Review of the defense procurement system, which contains key priorities for 2025 and tasks for 2026-2027.
'Implementing the Strategic Review unifies the Ministry of Defense's procurement processes and enhances the capabilities of defense procurement officials in accordance with NATO's best practices,' stated Gleb Kanievsky, director of the Procurement Policy Department of the Ministry of Defense of Ukraine.
The plan includes digital transformation of procurement processes, expanding international cooperation, and implementing anti-corruption mechanisms, which will promote increased transparency, accountability, and efficiency in the defense procurement system.
The plan outlines:
- development of a transformation plan for managing defense procurement;
- standardization of defense procurement practices;
- development of a structure for contracting procedures in defense procurement;
- analysis of defense procurement management experience during the war;
- sharing the analysis results with NATO member states and others.
These changes are expected to increase international partners' trust in the defense procurement system, ensure greater transparency and competitiveness of processes, and create conditions for attracting a variety of suppliers. This will contribute to the development of Ukraine's defense industry and provide the Armed Forces with modern and high-quality weapons and equipment.
