100 thousand people left Ukraine since the beginning of the year: in which countries the most refugees are.


Since the beginning of 2025, another 100,000 people have left Ukraine, indicating a continued migration outflow due to the war. This information is reported by the Ministry of Economy in the March review 'Monitoring of key events in the economy of Ukraine', citing data from the UN Refugee Agency, reports 'Glavkom'.
As of April 17, 2025, there are 6.918 million refugees from Ukraine registered worldwide, of which 6.358 million are in Europe, while another 0.56 million are outside of it. Compared to the data from December 2024, the number of Ukrainian refugees in Europe has increased by 104 thousand.
The most Ukrainian refugees are in the following European countries:
- Germany - 1.443 million people;
- Poland - 999.7 thousand;
- Czech Republic - 401.4 thousand;
- United Kingdom - 254 thousand;
- Spain - 235.7 thousand;
- Italy - 171 thousand;
- France - 70.1 thousand.
Additionally, another 1.2 million Ukrainians were recorded in Russia (as of June 2022) and 44 thousand in Belarus (March 2025). According to a survey conducted by the UN Refugee Agency between October 2024 and April 2025 (6471 respondents, 99% are citizens of Ukraine), the profile of a Ukrainian refugee is as follows:
- 77% of respondents are women, the average age is 44 years;
- 36% are women aged 18-59, 17% are men of the same age category;
- 28% left in the first quarter of 2022, 14% in the second;
- before the war, 52% were employed, currently - 42%;
- unemployed before the war were 5%, in the host countries - 16%.
According to the NBU, about 500 thousand people left Ukraine in 2024. In 2025, another 200 thousand emigrants are expected, but from 2026 the beginning of the return of about 200 thousand people is planned. In 2027, the rate of return may increase to 500 thousand.
The European Commission also predicts a decrease in the number of recipients of temporary protection: from 4.3 million people in January 2025 to 4.1 million by the end of 2025 and to 3.8 million by the end of 2026.
France has expanded the rights of Ukrainians under temporary protection, providing them with more rights and support. This is an important step towards Ukrainians who sought temporary refuge due to the war. The government has adopted draft law No. 596, which significantly expands the rights and opportunities of persons with temporary protection status, and this document has already received support from both chambers of parliament.
Analysis:
The migration statistics from Ukraine in 2025 are alarming - a large number of people continue to leave the country due to the war. Hopes for the beginning of returns in the coming years reflect positively on the anticipated future development of the situation in the country after the conflict ends. France's step to expand the rights of Ukrainians under temporary protection is an important signal of support for the victims of war.
